The challenges that governments and bureaucracies are faced with throughout the world and in all levels of government have never been more demanding. The Division of Public Administration and Policy in the University of Haifa is the place where education, knowledge, research and practice come together. The Division combines a tradition of academic excellence with ongoing attention to the practical aspects of public administration and public policy. The Division believes that educated public officers will be able to integrate theory and practice by using suitable academic tools. We believe that there is nothing more practical than good theoretical foundations.
The Division offers different M.A. programs in the fields of public administration, public policy, local government and public auditing. All programs are meant to train public administration officers and researchers with excellent academic skills who will be able to advance the field and provide answers to some of the most central and important questions in the discipline. How can a bureaucracy function for the benefit of the public? What are the reasons for difficulties in establishing policy, implementation and evaluation in Israel and worldwide? What strategies can provide public services in the most efficient way? And many other important questions.

For the first time in Israel, a specific Masters program in a unique track of public administration and policy with an emphasis on a broad and in depth understanding of this important sector in a national and international context. The program is intended for executives serving in different organizations in the public sector in Israel (education, health, welfare, security, economics, transportation and more) and government and administration officials in related areas such as nonprofit organizations. The programs is suited to the needs of students and the expected needs of the government and administration systems in Israel in the upcoming years. The field of public administration and public policy focuses on the interactions and relations between politics, setting and formation of policies, and analysis of the public, organizational systems in the modern state. In addition to studying issues related to the formation and setting of public policy, the field focuses on administration while emphasizing the connection between political processes and institutions and organizational activities. Among the topics that will be covered by the program: public policy, administrative law, public and internal policy, public law, political economy, organizational behavior and human resources management, public budgeting and more. The best teachers in the country teach courses in the Division, aided by an impressive number of experts with extensive professional experience in the fields of law, administration and government.
